Water dispenser in centralized air conditioned office: Does it needs electricity?

Lets talk for the region of the world where the climate is moderately hot.

In most of the centralized AC offices, a water dispenser is switched with power supply and there are two outlets – one for hot water and one for cold water.
Let’s understand how it is used.

Option 1. Few workers bring their glass or bottle. Take cold water and drink it.

Let me give my understanding:
Our body has a digestive system and it has to break the food. Taking little warm water will be good for breaking the food and aid in digestion. So, a water dispenser in centralized air
conditioned office do require electricity. Options 2 and Options 3 are fine. Option 1 should be avoided, so what can be done?

Based on the above facts, the products needs a change. The present product provides two outlets (hot and cold) and so it is a complex product for the user.

It should have one water outlet. There is a need for a temperature controlling mechanism that can be set to little warm water. It will make the product beneficial to everyone.
What do you suggest? Any contradictions most welcome.

For water dispenser manufacturers:
1) The new product is much simpler engineering than the existing product.
2) Cost of the new product will be lesser.
3) Electricity consumption will be lesser.
4) Maintainance will be cheaper.
5) Reduces health risks posed with cold water intake.
6) Warm water is more hygienic.

Wasting 30% of the pencil length is a problem
